EXHIBIT A <br />SCOPE OF WORK <br />Contractor shall provide the following services as part of this contract: <br />a. Consulting. Provide expertise to City staff and represent City, if requested by the City, <br />with regulatory agencies and their interests in the management of the Redwood Shores <br />Lagoon system, specifically compliance with the State Water Resources Control Board's <br />Statewide General Permit No. CAG990005: Statewide NPDES Pennit for Discharges of <br />Aquatic Pesticides to Waters of the United States and Water Quality Order No. 2013-0002- <br />D WQ and its amendments, and Wastewater Discharge Requirements for all municipalities. <br />Further, accompany and participate with City staff at community meetings, as needed. <br />b. Water Oualitv Monitoring. Coordinate proactive, frequent inspections / surveys with the <br />City before, during, and after pesticide applications to ensure a constant and accurate <br />assessment of lagoon conditions and that all laws and regulations are being followed at all <br />times as the work progresses, including: <br />Trash and Debris Monitoring to ensure that the City has a constant and accurate <br />assessment of lagoon conditions with respect to trash and debris nuisance <br />management. Identify tools and techniques to be utilized and frequency of <br />monitoring. <br />Plant Nuisance Monitoring to ensure that the City has a constant and accurate <br />assessment of lagoon conditions with respect to aquatic plant nuisance management <br />through frequent inspections and / or visual surveys. Identify tools and techniques <br />to be used, and frequency of monitoring. Identify needs for mechanical harvesting <br />and chemical applications, identify products, set schedules and advise City of <br />recommended actions. Ensure that all laws and regulations are being followed at <br />all times as the work progresses. <br />Note: Water quality sampling, as required by the SF Bay Regional Water Quality Control Board <br />and reported annually to the Board, is conducted under the provisions of the City's NPDES General <br />Permit for Aquatic Pesticides Self -Monitoring Program annual reporting. Any water quality <br />sampling that provided by Contractor as part of the Scope of Work, is strictly for use by the <br />Contractor to determine its treatment parameters and priorities. Testing results will not substitute <br />for the pre-treatment and/or post-treatment water quality testing and sampling conducted in <br />compliance with the City's Water Quality Monitoring Plan. <br />C. Reporting. Prepare and submit to the City conclusions and recommendations for short- <br />term actions and long-term work plans. The following reports are due to the City, no later <br />than 15 days after the due date: <br />• The Effective Date of Agreement and March 15, 2018 — Aquatic plant nuisance <br />management strategy for the upcoming plant nuisance season <br />• Monthly— Copies of monthly summary pesticide use report submitted to San Mateo <br />County Department of Agriculture for all herbicides / pesticide used. <br />ATTY/AGR/2017.182/WATERWORKS INDUSTRIES, INC. <br />REV: 08-14-17 MI <br />Page 6 of 8 <br />
