EXHIBIT "A" <br />SCOPE OF SERVICES <br />1. Project Startup Activities/Coordination of Ongoing Project Activities <br />a. MuniServices will meet with the Cannabis Task Force and City Staff to: <br />i. Discuss role and expectations <br />ii. Establish communication protocols for sharing information and <br />future discussions <br />iii. Establish time keeping protocols <br />iv. Finalize the timeline for all project activities <br />v. Receive any additional project related documentation or information <br />vi. Identify any additional activities to ensure the success of the project <br />2. Review of Potential Cannabis Ordinances <br />a. MuniServices will complete an in depth review of the City's proposed <br />Ordinances relating to Cannabis and provide advice and examples for <br />other jurisdictions on opportunities to take advantage of and address <br />impacts from State medicinal and recreational regulations. <br />Recommendation will be provided for additional operating regulations <br />including but not limited to, zoning, building security, signage, lighting, <br />hours of operation, product storage, transportation, and inventory storage. <br />3. Public and Internal Meetings <br />a. MuniServices will participate in meetings with interested parties, including <br />but not limited to, potential business operators, and representatives from <br />industry associations, law enforcement, fire and safety, business <br />organizations and other stakeholders as directed by City staff. <br />b. MuniServices will participate in meetings and of the Planning Commission, <br />City Council Finance and Audit Sub -Committee, City Council and City <br />Staff as requested. Discussions will be focused on determining the <br />appropriate level of commercial medical and recreational cannabis <br />business activities authorized in the City. MuniServices will develop <br />operating regulations and draft a selection process to ensure that the City <br />can effectively and efficiently administer the cannabis businesses and that <br />only upstanding business operators are selected through a fair and <br />equitable process. <br />4. Develop Commercial Cannabis Program <br />a. MuniServices will utilize the data and information developed from public <br />and internal meetings to provide recommendations for the number, size <br />and location of commercial cannabis businesses activities. <br />Recommendations will be based on, but not limited to, the following: <br />i. Public Opinion through outreach conducted by the City of Redwood <br />City. <br />ii. Industry Interest <br />iii.
