EXHIBIT "A" SCOPE OF SERVICES 1. Project Startup Activities/Coordination of Ongoing Project Activities a. MuniServices will meet with the Cannabis Task Force and City Staff to: i. Discuss role and expectations ii. Establish communication protocols for sharing information and future discussions iii. Establish time keeping protocols iv. Finalize the timeline for all project activities v. Receive any additional project related documentation or information vi. Identify any additional activities to ensure the success of the project 2. Review of Potential Cannabis Ordinances a. MuniServices will complete an in depth review of the City's proposed Ordinances relating to Cannabis and provide advice and examples for other jurisdictions on opportunities to take advantage of and address impacts from State medicinal and recreational regulations. Recommendation will be provided for additional operating regulations including but not limited to, zoning, building security, signage, lighting, hours of operation, product storage, transportation, and inventory storage. 3. Public and Internal Meetings a. MuniServices will participate in meetings with interested parties, including but not limited to, potential business operators, and representatives from industry associations, law enforcement, fire and safety, business organizations and other stakeholders as directed by City staff. b. MuniServices will participate in meetings and of the Planning Commission, City Council Finance and Audit Sub -Committee, City Council and City Staff as requested. Discussions will be focused on determining the appropriate level of commercial medical and recreational cannabis business activities authorized in the City. MuniServices will develop operating regulations and draft a selection process to ensure that the City can effectively and efficiently administer the cannabis businesses and that only upstanding business operators are selected through a fair and equitable process. 4. Develop Commercial Cannabis Program a. MuniServices will utilize the data and information developed from public and internal meetings to provide recommendations for the number, size and location of commercial cannabis businesses activities. Recommendations will be based on, but not limited to, the following: i. Public Opinion through outreach conducted by the City of Redwood City. ii. Industry Interest iii.
