Preparation of Objective and Merit -based Application and Selection Process for <br />Awarding Cannabis Business Licenses. <br />a. MuniServices will work with City Staff and utilize our expert resources to <br />develop a stringent evaluation process. MuniServices will work with City <br />Staff to develop a Cannabis Business Application Form to capture all <br />necessary information to adequately evaluate the applicant based on the <br />scoring criteria. <br />b. Applicant evaluation criteria will include, but not limited to: <br />i. Ownership status <br />ii. Association to Retailer <br />iii. Background checks (LiveScan) for principal owners <br />iv. Past/current industry activities <br />v. Business Plan <br />vi. Security Plan <br />vii. Site plan and Improvement plans <br />viii. Point of Sale System <br />ix. Inventory Control System <br />x. Financial contribution disclosure forms <br />A. Proposed business type, size and location. <br />c. The scoring criteria could include a tie breaking value, such as date and <br />time of submission, local hiring and minority hiring programs.
