The Participating <br /> Owner shall include as part of its marketing <br /> efforts: <br /> . outreach to homeless and at-risk of being <br /> homeless households transitioning through <br /> one of the various homeless and self <br /> sufficiency assistance programs operating in <br /> the City of Redwood City, and <br /> . provide notice of vacancies or opening of <br /> waiting lists to Fair Oaks Community Center, <br /> a CORE Referral agency for San Mateo <br /> County Human Services operation. <br /> The City shall be responsible for providing the <br /> Participating Owner with a pool of qualified <br /> applicants to fill the HOME Units. To the extent <br /> permitted by applicable law, preference for <br /> initial HOME occupancy is established under this <br /> Agreement for incorporated Redwood City residents <br /> who are of age fifty-five (55) years or older <br /> ( "Senior Households") and then to non-Senior <br /> Households residing within San Mateo County. <br /> (e) The foregoing covenants shall not be deemed to <br /> supersede any affordability covenants against the <br /> Property which require that the units of the <br /> Property be made available to persons of lower <br /> income levels than provided herein, but shall <br /> apply if there are no covenants which are more <br /> restrictive which apply to the Property. <br /> 3. Maintenance of Property. During such time as the <br /> Affordability Covenants set forth in Section 2 of this <br /> Declaration are in effect, the Property shall at all times be <br /> maintained a rental apartment complex of not less than seventy- <br /> two (72) units. The Property shall at all times be maintained in <br /> a neat and orderly condition consistent with good management <br /> practices and in accordance with all applicable Federal, State <br /> and local laws. <br /> 4.
