6.1.D. - Page 39 <br /> City How Cities Responded <br /> Menlo Park City council meetings, social media, community meetings <br /> Millbrae N/A (no surveillance technology in use) <br /> Pacifica Regarding the implementation of patrol vehicle cameras in <br /> the mid 1990's, it is unknown what methods were used to <br /> inform residents. <br /> The police department's body camera implementation plan <br /> was announced at a City Council meeting. When body <br /> cameras are deployed, the department plans to announce this <br /> vial social media and press release. <br /> Redwood City We did community outreach and held a community meeting <br /> regarding the placing of surveillance cameras on a <br /> pedestrian footbridge. <br /> Redwood City Police Department began using the ALPR <br /> technology in 2012. On October 6, 2015, Governor Edmund <br /> G. Brown Jr. signed SB 34, which added provisions to the <br /> California Civil Code regarding the use of ALPR systems, <br /> including requiring government agencies using ALPRs to <br /> maintain reasonable security procedures and practices, to <br /> implement a privacy policy, to keep records of access to <br /> records created through use of ALPR system, and to prevent <br /> unauthorized access to the system. In addition, the agency <br /> must disclose any security breaches and cannot sell, share, <br /> or transfer ALPR information, except to another public <br /> agency and only as permitted by law. Under Section <br /> 1798.90.55 <br /> (a),the new law requires: A public agency that <br /> operates or intends to operate an ALPR system shall <br /> provide an opportunity for public comment at a <br /> regularly scheduled public meeting of the governing <br /> body of the public agency before implementing the <br /> program. <br /> The Police Department has updated its Policy Manual to <br /> comply with the new provisions of the law. The updated <br /> policy regarding Automated License Plate Readers has been <br /> posted to the City Website as required by California Civil <br /> Code Section 1798.90.51 (b)(1). Because the department <br /> began using ALPR technology prior to the passage of SB <br /> 34, compliance with the requirement that an opportunity for <br /> public comment at a regularly scheduled public meeting of <br /> the governing body of the public agency before <br /> 2016-2017 San Mateo County Civil Grand Jury 3 2 <br />
