Hold a Public Hearing; <br /> 2. Adopt a Resolution Denying An Appeal and Adopting a Mitigated Negative <br /> Declaration and a Mitigation Monitoring and Reporting Program for a New Charter <br /> Elementary School at 860 Charter Street; and <br /> 3. Adopt a Resolution Denying an Appeal and Approving a Conditional Use Permit and <br /> Architectural Permit for a New Charter Elementary School at 860 Charter Street <br /> BACKGROUND <br /> Launchpad Development for Rocketship Elementary (Applicant) seeks to develop the <br /> site at 860 Charter Street (Project Site) for use as a new elementary school serving <br /> 480 students at full enrollment with transitional kindergarten through fifth grade. The <br /> site includes two properties, one in Redwood City and one in the County of San <br /> Mateo jurisdiction. The project includes improvements to the existing single story <br /> 23,000 square foot building and improvements to the parking lot with new drop- <br /> off/pick-up circulation and playground (the "Project"). <br /> The original application, submitted on September 24, 2014, included a request for a <br /> school with 600 students with second story addition to the building. That application <br /> was later modified to reduce the request to 480 students with no expansion to the <br /> existing building area. The drop-off and pick-up circulation plan was further refined to <br /> retain operations on-site. <br /> The Planning Commission considered the item at its November 1, 2016 meeting and <br /> continued the hearing to provide an opportunity for staff and consultants to respond to <br /> issues raised by the public and Commissioners. City staff and consultants prepared a <br /> Response to Comments memo responding to all California Environmental Quality Act <br /> (CEQA) related comments.
