7.A. - Page 2 <br /> Commission received additional public comments and continued the hearing to provide <br /> staff an opportunity to respond to additional comments on the Project. City staff and <br /> consultants prepared a revised Response to Comments memo that included updated <br /> traffic counts and responded to all CEQA related comments received. At the June 20, <br /> 2017 meeting, the Planning Commission approved the Mitigated Negative Declaration, <br /> Conditional Use Permit and Architectural Review Permit for the Project. The Planning <br /> Commission approved the entitlement applications for the Project by adopting <br /> Resolution No. 17-07 (by a 5-2 vote) finding that the City had complied with <br /> CEQA and Resolution No. 17-08 (by a 4-3 vote) finding that that the proposed <br /> Project was consistent with the General Plan and Zoning Code for the Conditional Use <br /> Permit to allow continuation of legally nonconforming parking stall size and driveway <br /> width and approving the Architectural Permit for the exterior building improvements. <br /> Subsequent to the Planning Commission approval, the Project was appealed by Mr. <br /> Dave Tanner for the Redwood Village Business Association (Attachment 4). The <br /> appellant's submittal includes a supplemental letter with signatures (Attachment 5) and <br /> letters previously submitted by Dave Tanner, Stewart Painting, Powlan Cassidy Law, <br /> Rasmussen Planning and Traffic Analysis by Prism Engineering (Attachment 6). This <br /> report provides a response to the points in the appeal letter and analysis of the Project. <br /> As outlined in this report, City Council has grounds to deny the appeal and uphold <br /> the approval of the Project. <br /> ANALYSIS <br /> Project Description <br /> School Use: Rocketship is a public school operating under a Charter Agreement with <br /> the Redwood City Elementary School District. Rocketship school opened in Redwood <br /> City on August 2015 and is currently operating at the John F. Kennedy middle <br /> school campus. As there is insufficient space at the existing school campuses, <br /> Launchpad Development proposes to locate the school at 860 Charter Street. <br /> Launchpad Development has entered into a long term lease agreement for the <br /> property, will construct the improvements and will operate the school. <br /> The applicant, Launchpad Development for Rocketship Education, proposes to convert <br /> the existing Project Site, including the existing single-story 23,200 square feet building <br /> into an elementary school with classrooms, administrative offices, cafeteria, technology <br /> and tutoring center, on-site drop off and pick up area and an outside playground. The <br /> school would serve 480 students at full enrollment with transitional kindergarten <br /> through fifth grade. There would be 25 full-time staff with an additional 5-10 part-time <br /> staff. School activities would occur between 7:15 a.m. and 6:00 p.m. The school <br /> proposes staggered start and dismissal periods to manage the flow of traffic. <br /> Building: Minimal exterior alterations to the existing building would be made with the <br /> project. The applicant proposes to add new windows and new storefront entry <br /> doors along the Charter Street (north) elevation and new glass roll-up doors and <br />
