7.A. - Page 9 <br /> In an effort to further address traffic concerns, the applicant has offered to implement a <br /> shuttle service (Attachments 7 & 8). The applicant proposes to utilize four 10- <br /> passenger shuttles, each operating two routes in the morning and afternoon. They <br /> estimate the shuttles will serve up to 80 students. The shuttle will be operated by <br /> teachers with one shuttle parked on-site (replacing the teacher's vehicle). Hexagon <br /> has prepared a memo evaluating the proposed shuttle service (Attachment 8). <br /> Hexagon estimates that the shuttles would result in a net reduction of 42 inbound and <br /> 42 outbound vehicle trips each peak hour. The shuttles would also reduce the on-site <br /> drop-off and pick-up queue length. <br /> II. The Project is Consistent with the Conditional Use Permit Findinas. <br /> Appellant asserts that there is not substantial evidence in the record to sustain the <br /> Conditional Use Permit findings required by the City code for the project, but does not <br /> provide specific explanations in support of this assertion. Pursuant to Article 33 of the <br /> Municipal Code, the project requires approval of a Conditional Use Permit for <br /> continuation of legally nonconforming parking stall size and driveway width. The <br /> school use itself does not require a Conditional Use Permit from the City. The <br /> proposed parking to the rear of the building is considered nonconforming in that it <br /> does not comply with the minimum stall size of 8.5' by 18' and minimum drive aisle width <br /> of 24'. The proposed parking spaces are 8.5' by 17' with a 20' wide drive aisle. The <br /> size of the spaces and the drive aisle width are constrained due to the existing 20' <br /> wide fire access easement along the rear of the site. Based on a site inspection, <br /> these spaces will be accessible for vehicle parking. <br /> In order to grant a Use Permit for continuation of nonconforming parking, the City <br /> Council must make the findings contained in Section 33.19 (for nonconforming parking) <br /> and 42.4 (for Conditional Use Permit), as listed below. <br /> 1 . Any additional proposed floor area or other proposed site development <br /> would not occupy existing available parking area. <br /> Basis for finding. The Project does not include an expansion of floor area. A <br /> sufficient number of parking spaces are provided on-site in accordance with City <br /> zoning code requirements for schools. The existing parking spaces at the rear of <br /> the building will be maintained. <br /> 2. Adverse parking impacts on adjacent properties would not result. <br /> Basis for finding. The Project complies with the City required number of on-site <br /> parking spaces. Sufficient parking is provided on-site to accommodate school <br /> employees and visitors. The applicant has agreed to hold special events that <br /> would necessitate additional parking off-site. <br /> 3. Parking is provided for any additional floor area or other expansion in <br /> compliance with Article 33. <br />
