7.A. - Page 10 <br /> Basis for finding. The Project does not include construction of additional floor <br /> area and the number of on-site parking spaces required under the Zoning Code <br /> for a school use are provided on-site. <br /> 4. That the proposed use will be consistent with the various elements and <br /> objectives of the general plan and any applicable Specific and Precise Plans, <br /> and zoning regulations for the subject location. <br /> Basis for finding. The proposed school use is considered a permitted use within <br /> the Industrial Restricted (IR) zoning district and the use is consistent with the Light <br /> Industrial General Plan land use classification. The Project and its operation is <br /> consistent with the General Plan goals to provide high quality educational <br /> opportunities to all Redwood City residents. The Project is also consistent with <br /> the General Plan policy to require renovated buildings to be compatible with the <br /> design character of the neighborhood (BE-1.5) and with the policy to create <br /> complete neighborhoods by integrating schools into each neighborhood (BE- <br /> 2.1).There are no Specific or Precise Plans governing this site. <br /> 5. That the proposed use is compatible with surrounding uses. <br /> Basis for finding. Uses are compatible if they are able to exist together. The <br /> operation of the school will not interfere with the operation of surrounding uses, <br /> nor will the surrounding uses interfere with the operation of the school. The <br /> applicant has designed the Project to contain drop-off and pick-up operations on- <br /> site and has included landscape screening to reduce the views of the playground. <br /> The existing uses in the vicinity will not impinge on the ability to operate a school <br /> on the Project Site. Therefore, the Project is compatible with surrounding uses. <br /> 6. That the use and its associated structures and facilities will not be detrimental <br /> to the public health, safety, or welfare of the people and property of Redwood <br /> City. <br /> Basis for finding. The school will implement a traffic control program designed to <br /> accommodate pick-up and drop-off traffic on-site thereby reducing potential safety <br /> conflicts in the public right-of-way. DISC determined that the use of the site as a <br /> school poses no unacceptable health risks to project users. <br /> 7. That the use and facilities will not adversely affect or conflict with adjacent uses <br /> or impede the normal development of surrounding property. <br /> Basis for finding. The applicant has designed the site improvements to contain <br /> operations on-site and to minimize neighborhood traffic impact. The Project will <br /> not generate significant noise and will not interfere with the normal development <br /> of surrounding properties. <br />
