ROCKETSHIP REDWOOD CITY ELEMENTARY SCHOOL PROJECT
SEPTEMBER 2016 INITIAL STUDY/MITIGATED NEGATIVE DECLARATION
evaluate the effectiveness of the active system. DTSC will not approve the proposed use of the on-site
building as a school unless indoor air screening levels are met. With implementation of the Work Plan
and soil vapor recovery system, indoor air quality associated with the project would not expose
sensitive receptors to substantial pollutant concentrations. Furthermore, the soil vapor is an existing
condition that is not caused or exacerbated by the project.
Outdoor Air Quality. Emissions of VOCs to outdoor air from the subsurface contamination
were evaluated as part of the site characterization and were"considered minor due to atmospheric
mixing. ,21 Any emissions from the building vapor collection system would similarly disperse in the
air and would be below levels of concern.
e) Create objectionable odors affecting a substantial number ofpeople? (Less-Than-Significant
Impact)
The proposed project would not involve permanent land uses or activities that would generate
objectionable odors. Construction-related activities, such as exhaust from construction vehicles and
equipment and building materials, may result in objectionable odors;however, these odors would be
temporary and short in duration. Once operational, the proposed project would not create objectionable
odors affecting a substantial number of people.
Potentially
Significant
Potentially Unless Less Than
Significant Mitigation Significant No
Impact Incorporated Impact Impact
IV.
