The BAAQMD issues permits to businesses whose operation includes the <br /> release of TACs. These operations are known as stationary air pollution sources and should be <br /> considered for their exposure when locating sensitive receptors in a new location. In order to identify <br /> stationary sources for a particular location,the BAAQMD provides KML(Google Earth) files for <br /> each county within the BAAQMD jurisdiction. Using the KML file for San Mateo County and a <br /> 1,000-foot buffer zone, five stationary sources, shown in Table 3,were identified. <br /> Results of the stationary source analysis indicate that all sources in the project vicinity would be <br /> below the established significance criteria established by the BAAQMD,for both adult staff members <br /> and students,at the single source level. <br /> According to the BAAQMD,a significant cumulative TAC impact would occur if the project,in <br /> combination with other projects located within a 1,000-foot radius of the project site,would expose <br /> sensitive receptors to TACs resulting in an increased cancer risk greater than 100 in one million,an <br /> increased cancer risk of greater than 10 on the hazard index(chronic),or an ambient PM2.5 increase <br /> greater than 0.8 gg/m3 on an annual average basis. The existing property owner has installed a soil vapor recovery system <br /> (also referred to as a passive sub-slab depressurization system,as described in Chapter I,Project <br /> Description)designed to interrupt the potential exposure pathway of volatilization of contaminants to <br /> indoor air. The existing property owner,project sponsor,and DTSC recently developed a Work Plan <br /> to test the effectiveness of the system. The Work Plan includes a monitoring and reporting component <br /> that will be overseen by DTSC to ensure the effectiveness of the system. Indoor air sampling will <br /> include four events to be completed by February 2017 (approximately seven months prior to the <br /> proposed opening of the school in the Fall of 2017),with semi-annual monitoring thereafter. Results <br /> will be reviewed by the DTSC to ensure that screening levels are met.
