ROCKETSHIP REDWOOD CITY ELEMENTARY SCHOOL PROJECT
SEPTEMBER 2016 INITIAL STUDY/MITIGATED NEGATIVE DECLARATION
Potentially
Significant
Potentially Unless Less Than
Significant Mitigation Significant No
Impact Incorporated Impact Impact
IX. HYDROLOGY AND WATER QUALITY.
Would the project:
i) Expose people or structures to a significant risk of ❑ ❑ ® ❑
loss,injury or death involving flooding,including
flooding of as a result of the failure of a levee or
dam?
j) Inundation by seiche,tsunami,or mudflow? ❑ ❑ ® ❑
This analysis considers potential environmental impacts that could result from implementation of the
proposed project, including impacts related to construction and operation of a sub-slab
depressurization system(SSDS)designed to address the potential presence of VOCs inside the project
site structure;no hydrology and water quality impacts related to construction or operation of the SDSS
were identified.
a) Violate any water quality standards or waste discharge requirements?(Less-Than-Significant
Impact)
The State Water Resources Control Board and nine Regional Water Quality Control Boards regulate
the water quality of surface water and groundwater bodies throughout California. Runoff water
quality is regulated through the National Pollutant Discharge Elimination System(NPDES)Program
(established through the federal Clean Water Act). The NPDES Program objective is to control and
reduce pollutant discharges to surface water bodies. Compliance with NPDES permits is mandated by
State and federal statutes and regulations. Locally, the NPDES Program is overseen by the San
Francisco Bay Regional Water Quality Control Board(Water Board). The San Mateo Countywide
Water Pollution Prevention Program(SMCWPPP)assists cities, towns, and unincorporated areas
with coordination and consistency of approaches across the County in implementing the Water Board
requirements.
The project site and surrounding areas are flat or gently sloped. The elevation of the project site
ranges from approximately 8.1 feet above the National Geodetic Vertical Datum of 1929 (NGVD 29)
in the northern corner to approximately 11.2 feet NGVD 29 in the southern corner."Runoff from the
project site is conveyed to the City of Redwood City's Douglas Avenue Pump Station. The pump
station conveys flow to the Bayfront Canal, which ultimately drains to the Bay.
The project site has an area of approximately 48,800 square feet(1.12 acres),and is currently
developed with an approximately 23,200-square-foot(0.53 acres)warehouse and an associated
parking lot and storage shed that make up the remainder of the project site (approximately 25,600
square feet,0.59 acres).
