7.A. - Page 86
LSA ASSOCIATES, INC. ROCKETSHIP REDWOOD CITY ELEMENTARY SCHOOL PROJECT
SEPTEMBER 2016 INITIAL STUDY/MITIGATED NEGATIVE DECLARATION
the project site into an elementary school, which would not involve the disturbance of the soil surface.
The redevelopment of the remainder of the project site would disturb soils on approximately 0.59
acres and these existing impervious surfaces would be replaced with new impervious surfaces.
Potential stormwater impacts could occur during both the construction and operational phases of the
proposed project. Construction of the proposed project would include activities that disturb soils, such
as grading and excavation, and this could result in soil erosion and sedimentation when the soils are
exposed to wind or rainfall. In addition, construction activities would require the use of chemicals,
such as gasoline,diesel fuel,lubricating oil,hydraulic oil,lubricating grease,automatic transmission
fluid, paints, solvents, glues and other substances. An accidental release of any of these substances
could degrade the quality of surface water runoff and adversely affect receiving waters. The
operational phase of the proposed project could degrade stormwater quality through the runoff of
pesticides and nutrients from new landscaped areas, leaks of petroleum hydrocarbons, heavy metals,
and sediment from vehicles, and litter from the increased number of people at the project site.
The proposed project would be subject to the Water Board's Municipal Regional Permit(MRP),
implemented in October 2009 by Order R2-2009-0074. Provision C.3 of the MRP requires new
development and redevelopment projects that would replace more than 10,000 square feet of existing
impervious surfaces to include post-construction stormwater control in project designs. Under the C.3
requirements, the preparation and submittal of a Stormwater Control Plan (SCP)would be required
for the project site. The purpose of an SCP is to detail the design elements and implementation
measures necessary to meet the post-construction stormwater control requirements of the MRP. In
particular, SCPs must include Low Impact Development(LID)design measures, which reduce water
quality impacts by preserving and recreating natural landscape features, minimizing imperviousness,
and using stormwater as a resource, rather than a waste product. The proposed project would also be
required to prepare a Stormwater Facility Operation and Maintenance Plan to ensure that stormwater
control measures are inspected, maintained, and funded for the life of the project.
The proposed project would disturb less than 1.0 acre of soil surface and would therefore not be
subject to the requirements of the General Permit for Storm Water Discharges Associated with
Construction and Land Disturbance Activity(Construction General Permit). However, both Redwood
City and San Mateo County require projects that are subject to Provision C.3 of the MRP to imple-
ment Best Management Practices that control and prevent the discharge of pollutants in runoff from
the project site during construction.
Compliance with Provision of C.3 of the MRP would ensure the proposed project does not violate
applicable water quality standards. The project sponsor would be required to implement Best
Management Practices that meet the requirements specified in the C.3 Regulated Project Checklist
developed by the San Mateo Countywide Water Pollution Prevention Program prior to the issuance of
building or grading permits. In addition, the project sponsor would be required to prepare and
implement a SCP prior to the issuance of building permits. At a minimum, the SCP for the project
would be required to include the following:
P:1RWC1401B Rocketship Sch-I\PRODUCrSUS-MND1Public\Ra ketship Public Review 09-29-16.docx(09/29/16)PUBLIC REVIEW DRAFT 62
ATTY/RESO.0084/CC RESO ADOPTING CEQA-ROCKETSHIP CHARTER SCHOOL APPEAL
REV:09-05-17 VR Page 70 of 124
