TA. - Page 87
LSA ASSOCIATES, INC. ROCKETSHIP REDWOOD CITY ELEMENTARY SCHOOL PROJECT
SEPTEMBER 2016 INITIAL STUDY/MITIGATED NEGATIVE DECLARATION
1. An inventory and accounting of existing and proposed impervious areas.
2. Low Impact Development(LID)design details incorporated into the project. The top tier of
LID treatment shall be used, unless shown to be infeasible through the methodology
presented in the San Mateo Countywide Water Pollution Prevention Program C.3
Stormwater Technical Guidance Manual. The top tier of LID treatment consists of
approaches that retain stormwater on the site by means of evapotranspiration, infiltration,
and rainwater harvesting and reuse, instead of releasing treated water to the stormwater
drainage system. If the top tier of LID treatment is shown to be infeasible, then the project
shall use biotreatment measures, which are considered second tier LID treatment.
Biotreatment measures are designed to filter stormwater through soil and then release the
treated water to the stormwater drainage system.
3. Measures to address potential stormwater contaminants. These may include measures to
cover or control potential sources of stormwater pollutants at the project site.
4. A Stormwater Facility Operation and Maintenance Plan for the project site, which will
include periodic inspection and maintenance of the storm drainage system. Persons
responsible for performing and funding the requirements of this plan shall be identified.
These measures are incorporated into the City's standard conditions of approval and compliance with
these measures would ensure that this impact is less than significant.
b) Substantially deplete groundwater supplies or interfere substantially with groundwater recharge
such that there would be a net deficit in aquifer volume or a lowering of the local groundwater
table level(e.g., the production rate of pre-existing nearby wells would drop to a level which
would not support existing land uses or planned uses for which permits have been granted)?
(Less-Than-Significant Impact)
The proposed project would not increase the impervious surface area of the project site and therefore
does not have the potential to interfere with groundwater recharge.Furthermore, the project site is
located in an urban area where the majority of stormwater runoff drains to culverts rather than
infiltrating into the groundwater aquifer.78°79 Consequently, the project site is not located in an area
that substantially contributes to the recharge of the underlying groundwater aquifer. Therefore, the
proposed project would not interfere with groundwater recharge.
The proposed project would connect to the Redwood City Water Department water service system 80
and would not use groundwater at the site.Although no use of groundwater is proposed as part of the
project, some dewatering may be required during construction. However, these activities would focus
on the uppermost shallow groundwater(less than 20 feet below the ground surface),which is not used
as a drinking water source (and,as discussed in Section VIII,Hazards and Hazardous Materials, may
78 Oakland Museum of California,2004.Creek&Watershed Map of Palo Alto&Vicinity.Website:www.museumea.org/
creeks/GIS/index.html.
79 San Mateo,County of,2010.North Fair Oaks Community Plan Update,Appendix A—Existing Conditions;
Drawing Number SD-1:Existing Storm Drain System.Website:planning.smegov.org/documents/nfo-plan.
80 San Mateo,County of,2010.North Fair Oaks Community Plan Update,Appendix A—Existing Conditions;
Drawing Number W-1: Water Service Areas.Website:planning smc oe v.ore/documents/nfo-plan.
P:1RWC1401B Rocketship Sch-I\PRODUCrSUS-MNDT&Iic\R-ketship Public Review 09-29-16.docx(09/29/16)PUBLIC REVIEW DRAFT 63
ATTY/RESO.0084/CC RESO ADOPTING CEQA-ROCKETSHIP CHARTER SCHOOL APPEAL
REV:09-05-17 VR Page 71 of 124
