TA. - Page 101
LSA ASSOCIATES, INC. ROCKETSHIP REDWOOD CITY ELEMENTARY SCHOOL PROJECT
SEPTEMBER 2016 INITIAL STUDY/MITIGATED NEGATIVE DECLARATION
this same year, the average response time was 4 minutes,46 seconds; the Fire Department's goal is
less than 5 minutes.104
The closest Fire Department station and first responder to calls from the project site is Station 11,
located at 1091 Second Avenue, approximately 0.8 miles east of the project site. Station 11 is staffed
by a captain,a firefighter and a firefighter/paramedic. Station 11 houses Engine 11,Utility 11,and
Boat 11 (a 20-foot zodiac).105
The addition of 480 students and 25 full-time and 5 to 10 part-time faculty and staff would increase
the daytime population on the project site, incrementally increasing the demand for emergency fire
and medical services compared to existing conditions;however, this increase would be minimal when
considered in a City-wide context. The proposed project would not increase the total building height
on the site and the building would be outfitted with a new interior emergency sprinkler system.
Emergency access to the site would continue to be provided by surrounding roadways and the
existing 20-foot-wide easement at the rear of the building that currently provides 1501inear feet of
emergency access to adjacent properties would remain and would be clear at all times. In addition, the
proposed project would be required to comply with all applicable codes for fire safety and emergency
access.
The Fire Department would continue to provide services to the project site and, given that the
proposed school use would be located on an existing developed site and is within an existing
urbanized/industrial area,it is not expected that the proposed project would increase the demand for
fire services such that the construction of a new or expanded fire station would be required. The
proposed project would not result in a significant impact on the physical environment due to the
incremental increase in demand for fire protection and life safety services, and the potential increase
in demand for services is not expected to adversely affect existing response times to the site or within
the City. Therefore, construction and operation of the proposed project would have a less-than-
significant impact on fire protection and safety services and facilities.
Police Protection. The Redwood City Police Department(Police Department)is headquartered
at 1301 Maple Street,approximately 1.1 miles from the project site.For the 2012/2013 fiscal year,the
year for which the most recent data is available, the Police Department consisted of 94 full-time
sworn officers,4 sworn reserve officers, 3 community service officers,2 parking enforcement
officers, 31 civilian support staff members, and 12 volunteers. The most frequent calls for service in
the City dealt with larceny/theft and burglary.106 The Police Department has a goal of responding to
emergency calls and arriving on scene within five minutes.107
The addition of 480 students and 25 full-time and 5 to 10 part-time faculty and staff would increase
the daytime population on the project site, incrementally increasing the demand for police services
104 Redwood City,City of,2013.Redwood City Annual Report,Fiscal Year 2012/2013.
10s Redwood City,City of,2014.Redwood City Fire Department.Fire Stations.Website:www.redwoodeity.org/fire/
about/firestations.html(accessed on November 17,2014).
106 Redwood City,City of,2013.Redwood City Annual Report, op.cit.
107 Redwood City,City of,2010.Redwood City Police Department Annual Report,page 26.Available online at
www.redwoodciiy.org/police/pdVAmual_Report0910.pdf(accessed November 24,2014).
P:1RWC1401B Rocketship Sch-I\PRODUCrSUS-MND1Pu61ic1Ra ketship Public Review 09-29-16.docx(09/29/16)PUBLIC REVIEW DRAFT 77
ATTY/RESO.0084/CC RESO ADOPTING CEQA-ROCKETSHIP CHARTER SCHOOL APPEAL
REV:09-05-17 VR Page 85 of 124
