ROCKETSHIP REDWOOD CITY ELEMENTARY SCHOOL PROJECT <br /> SEPTEMBER 2016 INITIAL STUDY/MITIGATED NEGATIVE DECLARATION <br /> A trip generation analysis was prepared for the project site (with and without the proposed project) <br /> using counts of vehicles entering and exiting existing driveways on November 4,2014,based on trip <br /> generation rates from the Institute of Transportation Engineers(ITE)Trip Generation Manual, 9th <br /> Edition for Automobile Sales; and also using peak hour trip rates from surveys conducted by <br /> Hexagon Consultants at existing Rocketship schools in San Jose between 2012 and 2014.As shown <br /> in Table 7,existing activities on the project site currently generate no trips during the AM peak hour <br /> and 3 trips during the PM peak hour. The proposed project would generate a net 462 trips during the <br /> AM peak hour and 247 trips during the PM peak hour. <br /> The proposed project would implement a Transportation Demand Management(TDM)Program to <br /> encourage students and employees to carpool,take transit,or use active modes of transport to get to <br /> and from school.Proposed TDM measures are outlined in the Traffic Study(Appendix F). The TDM <br /> Program is expected to reduce the vehicle trips and parking demand generated by the proposed <br /> project compared to that observed at other Rocketship schools,which do not have similar TDM <br /> programs. The trip distribution pattern for the proposed project was estimated based on <br /> existing travel patterns on the surrounding roadway system and the locations of the complementary <br /> land uses.Four separate trip distributions were used in the study: 1) staff and visitors; 2)non-working <br /> parents; 3)incoming trips from working parents; and 4)outgoing trips for working parents.
