ROCKETSHIP REDWOOD CITY ELEMENTARY SCHOOL PROJECT SEPTEMBER 2016 INITIAL STUDY/MITIGATED NEGATIVE DECLARATION b) Does the project have impacts that are individually limited, but cumulatively considerable? ("Cumulatively considerable"means that the incremental effects of a project are considerable when viewed in connection with the effects of past projects, the effects of other current projects, and the effects of probable future projects) (Less-Than-Significant Impact) The proposed project's impacts would be individually limited and not cumulatively considerable. The potentially significant impacts that can be reduced to a less-than-significant level with implementation of recommended mitigation measures include the topics of air quality,cultural resources,geology and soils,and greenhouse gas emissions. These impacts would primarily be related to construction-period activities,would be temporary in nature,and would not substantially contribute to any potential cumulative impacts associated with these topics.For the topic of air quality,potentially significant impacts to air quality standards associated with project construction would be reduced to less-than-significant levels with implementation of Mitigation Measure AIR-1. For the topic of cultural resources,potentially significant impacts to archaeological resources and paleontological resources would be reduced to less-than-significant levels with implementation of Mitigation Measures CUL-la,CUL-lb,and CUL-2.For the topic of geology and soils,impacts associated with liquefaction and expansive soils would be reduced to less-than-significant levels with implementation of Mitigation Measures GEO-la and GEO-lb. For the topic of greenhouse gas emissions,the impact of greenhouse gas emissions on the environment associated with project construction would be reduced to less-than-significant levels with implementation of Mitigation Measure AIR-1. For the topics of aesthetics,agricultural and forestry resources,biological resources,hazards and hazardous materials,hydrology and water quality,land use and planning,mineral resources,noise, population and housing,public services,recreation,traffic,and utilities and service systems,the project would have no impacts or less-than-significant impacts,and therefore,the project would not substantially contribute to any potential cumulative impacts for these topics. All environmental impacts that could occur as a result of the proposed project would be reduced to a less-than- sigmficant level through the implementation of the mitigation measures recommended in this document(see Mitigation Measures AIR-1,CUL-1,CUL-2,GEO-1,and HAZ-1). Implementation of these measures would ensure that the impacts of the project would be below established thresholds of significance and that these impacts would not combine with the impacts of other cumulative projects to result in a cumulatively considerable impact on the environment as a result of project development. Therefore,this impact would be less than significant. c) Does the project have environmental effects which will cause substantial adverse effects on human beings, either directly or indirectly?(No Impact) The proposed project would not result in any environmental effects that would cause substantial direct or indirect adverse effects to human beings.
