7.A. - Page 152 <br /> applications and the Project, and all adopted City planning documents relating to the <br /> Project and the property including the City's General Plan, Municipal Code, Zoning <br /> Ordinance, and other applicable City laws and regulations, have together served as <br /> an adequate and appropriate evidentiary basis for the findings and actions set forth in <br /> this Resolution. <br /> Section 3. Conditional Use Permit (UP2014-20) Findings (Zoning Ordinance <br /> Sections 42.4 and 33.19) for continuation of legally nonconforming parking stall size <br /> and driveway width: The City Council finds that: <br /> The proposed use will be consistent with the various elements and objectives of the <br /> general plan and any applicable Specific and Precise Plans, and zoning regulations <br /> for the subject location in that the Project meets the applicable criteria in the Industrial <br /> Restricted (IR) zone district and is consistent with the Light Industrial General Plan <br /> land use classification. The Project and its operation is consistent with the General <br /> Plan goals to provide high quality educational opportunities to all Redwood City <br /> residents. The project is also consistent with the General Plan policy to require <br /> renovated buildings to be compatible with the design character of the neighborhood <br /> (BE-1.5) and with the policy to create complete neighborhoods by integrating schools <br /> into each neighborhood (BE-2.1). There are no Specific or Precise Plans governing <br /> this site. <br /> The proposed use is compatible with surrounding uses in that the Project has been <br /> designed to minimize traffic impacts by designing drop-off and pick- up operations on- <br /> site and has included landscape screening to reduce views of the playground. Uses <br /> are compatible if they are able to coexist. The operation of the school will not interfere <br /> with the operation of surrounding uses, nor will the surrounding uses interfere with the <br /> operation of the school. The existing uses in the vicinity will not impinge on the ability <br /> to operate a school on the Project Site. <br /> The use and its associated structures and facilities will not be detrimental to the public <br /> health, safety or welfare of the people and property of Redwood City. As discussed in <br /> the IS/MND, the Project would not be detrimental to the public health, safety or welfare <br /> of the people and property of Redwood City. The school will implement a traffic control <br /> program designed to accommodate pick-up and drop off traffic onsite, thereby <br /> reducing potential safety conflicts in the public right-of-way. The applicant is will also <br /> addresses the on-site indoor air contamination to minimize exposure to students and <br /> school staff. improve public safety. The safety risks associated with children walking <br /> or biking to and from school are no different for this Project than they are for any <br /> elementary school.
