There are no natural features on the site (including trees, shrubs,
creeks, and rocks), and the natural grade of the site will be retained.
f. Off-street parking areas are accessible from Charter Street and Bay Road
and the applicant has incorporated design features to improve the usability
and safety of the off-street parking area including: a double-loaded on-
site driveway to contain drop-off and pick-up vehicles on the site; restriction
of left turns from Charter Street into the driveway with a modified driveway
at Charter Street; and improvements to the sidewalk at the corner of
Charter Street and Bay Street with a new bulb out and accessible ramps.
The Project therefore takes into account the relation of parking areas to
traffic on adjacent streets.
g. Landscaping is included in the Project to provide screening of the building
and parking areas, screen the new play area from the public right-of-way and
break up the large expanse of paved area with a mix of planting surfaces.
Creeping fig will be planted adjacent to the building to screen the mass of
the building and new trees and bushes will be planted in the playground
and parking area to screen these areas.
h. The proposed improvements to the building and site are compatible with
the character and value of the nearby residential neighborhood, which is
approximately 365 feet away. The existing building would remain at its
current size. The building exterior appearance will be enhanced through the
placement of new windows, arbors, and landscaping in a manner that is
compatible with adjacent uses.
i. New permeable areas and landscaping swales are included on the site to
retain drainage and capture and treat stormwater runoff prior to its
discharge from the site.
Section 5. The Conditional Use Permit and Architectural Permit are hereby
approved based on the City Council's consideration in accordance with the plans,
details and descriptions contained therein, and subject to the Conditions of Approval
attached hereto as Exhibit A and incorporated herein by reference.
Section 6. This Resolution is effective upon its adoption.
ATTY/RESO.0085/CC RESO DENYING APPEAL AND APPROVING CUP&AP—ROCKETSHIP CHARTER SCHOOL APPEAL
REV:09-03-17 VR
