This includes 28 years <br /> as a city planner for four-Bay Area cities. In addition,for the past twelve years I have <br /> served as President of Rasmussen Planning,Inc. (RPI), a land planning consulting firm <br /> located in San Ramon. RPI specializes in city planning matters,master planning and land <br /> use expert witnessing. <br /> I was recently retained by David Tanner of the Redwood Village Business Association to <br /> prepare a planning assessment of the Rocketship Elementary School Project proposed at <br /> 860 Charter Street in Redwood City. Mr. Tanner owns the property located immediately <br /> south of the proposed school site at 2366 Bay Road. His site is presently used as a <br /> construction and landscape materials storage facility with parking for trucks and <br /> construction equipment. <br /> BACKGROUND <br /> The existing area that surrounds the proposed school site is mostly developed with <br /> industrial manufacturing, warehousing,propane gas storage,auto repair, service station, <br /> liquor store and several small restaurants. The storage of hazardous and potentially <br /> explosive materials are common throughout the neighborhood,as is typical for an <br /> industrial zone. The surrounding street system is heavily traveled by local business <br /> trucks, delivery trucks and automobiles. Some truck deliveries and pick-ups require the <br /> use of fionting streets for maneuvering and double-parking. <br /> The school is proposed to be located within an existing 23,200 square foot(0.53-acre) <br /> concrete tilt-up industrial warehouse building on the 1.12 acre site. The site(Photo-1) is <br /> presently developed with the proposed school building,parking and very limited <br /> landscaping, similar to other properties in the neighborhood. A major high voltage power <br /> line abuts the northern site frontage along Charter Street.
