7.A. - Page 200 <br /> The eastern 0.43-acre portion of the site is situated within the unincorporated area of San <br /> Mateo County. The western .69-acre portion lies within the jurisdictional limits of <br /> Redwood City. Thus formal planning applications,public hearings and planning actions <br /> will be required of both jurisdictions. In addition, both jurisdictions will be subject to <br /> potential legal actions that may be brought with regard to Project planning actions and/or <br /> subsequent public health and safety liability matters. <br /> City and County actions will be required regarding: (1) California Environmental Quality <br /> Act(CEQA)certification; (2) land use permit approval to allow an elementary school to <br /> be located in an industrial zoning district; (3)variances for the provision of insufficient <br /> parking and parking back-up space, and insufficient truck loading area. In addition, since <br /> the proposed school use is not considered to be a permitted or conditionally permitted use <br /> in the County M-1 Zone, a potential General Plan amendment and rezoning will be <br /> required for those actions in the County as well. All the above applicable actions need to <br /> be specifically addressed in the CEQA documentation by both jurisdictions. <br /> SITE ANALYSIS <br /> Site Area—As noted above,the existing site contains only 1.12 acres of land and the <br /> proposed single-story school building contains 0.53-acre of floor area. Projected student <br /> enrollment is 480. The minimum site area for an elementary school of similar enrollment <br /> in the Bay area is generally five-acres. The proposed building floor area coverage of site <br /> is 47 percent. This results in about 108 square feet of site area(building,parking and <br /> open space)per student. These ratios demonstrate a dramatic lack of land to <br /> accommodate the children within the norms of a city the size of Redwood City. The <br /> inadequate Project site area would therefore result in a very confined and undesirable <br /> learning condition for the children, and working condition for the teachers and <br /> administrators. <br /> The south building wall contains no exit doors. The west wall includes one-door that is <br /> designated for refuse bin access. The north and east walls contain only one-door each. If <br /> the east wall were to receive damage or be obstructed by fire,the emergency exiting <br /> options would be extremely limited. The building contains very little window space for <br /> seeing outdoors. The south wall contains no windows and the majority of classrooms in <br /> the building contain no windows. Classrooms are an average of only approximately 700 <br /> square feet in floor area. <br /> Minimal outdoor play area and emergency exit area are inadequate to serve their intended <br /> purpose. Almost no area exists for standard parking spaces (five spaces). Standard truck <br /> delivery area is not provided for delivery trucks carrying items for use in the cafeteria, <br /> administrative office use and classrooms. Deliveries would have to take place in the <br /> main driveway during limited hours of the school day. Garbage truck exiting would <br /> require backing maneuvers onto Charter Street. <br /> The site area is so constrained that the main driveway is proposed to accommodate time- <br /> controlled overlapping and conflicting uses including: student drop-off,parking space <br /> 2 <br />
