7.A. - Page 201 <br /> access,pedestrian and handicapped parking user access from the parking lot to the front <br /> of the building,"double-stacked parking apparatus"queuing, truck deliveries, bike access <br /> to the bike parking area, basketball court,four-square court,hop Scotch squares, and <br /> children's access to the "play area next to Bay Road. This combination of conflicting <br /> uses throughout the day would create a highly congested and unsafe condition for <br /> children and motorists. <br /> Play area consists of 9,352 square feet of playground area, 1,680 square feet of play <br /> equipment area,and overlapping use of the main driveway. Vehicular ingress and egress <br /> to and from the school by way of the main driveway by motorists, delivery trucks, <br /> motorists accessing parking, and potentially even emergency vehicles may not be able to <br /> use the driveway while the gates are closed during play times. Both of the two small play <br /> areas abut a high traffic volume public streets and are also bordered by the main <br /> driveway,thus posing truck and auto traffic risks,noise, child security concerns and air <br /> quality reduction impacts. <br /> Vehicular Circulation—As discussed in the traffic study prepared by Prism Engineering <br /> (April 4,2017)for the Project,the introduction of an elementary school into the <br /> surrounding industrial vehicular circulation system, is infeasible. The morning peak <br /> traffic period would be particularly congested and unsafe due to the combination of <br /> existing high volume automobile traffic,planned large-scale development in the outlying <br /> areas generating additional high traffic volumes,substantial truck traffic from existing <br /> industrial businesses in the neighborhood, delivery trucks that often times unload while <br /> parked in the street,and parents dropping off children before school. <br /> The proposed main driveway provides vehicular ingress by way of its entry off of the <br /> Charter Street/Bay Road intersection. The immediate proximity of the driveway to the <br /> intersection raises serious safety and back-up concerns at the intersection, as well as on <br /> the adjacent crosswalks. Vehicular ques onto Charter Street would be extreme as <br /> indicated in the Prism Engineering traffic study,with serious implications for the entire <br /> street intersection. <br /> Bicycle and Pedestrian Circulation—Due to the unsafe nature of the surrounding street <br /> system as discussed above and pointed out in the Prism Engineering traffic study and <br /> other correspondence to the City, it would be unreasonable to assume that the parents of <br /> children living in housing located near the Project site would feel safe allowing their <br /> children to bike or walk to school. <br /> Parking—Parking is proposed both in the front and the rear of the school site. The rear <br /> lot includes eight compact car spaces measure 17 feet in length and abutting up against <br /> the rear wall of the school building. These spaces are currently being used by various <br /> businesses that potentially have prescriptive rights for the future use of them as well <br /> (Photo-2). Inadequate backup space for this parking is provided by way of a 20-foot <br /> wide"dead end fire lane" now being used for multi-property truck and auto access. <br /> 3 <br />
