7.A. - Page 202 <br /> The proposed front parking lot contains five"standard"size parking spaces and a <br /> "double-stacked parking apparatus"containing 20 spaces. Vertical parking is <br /> unfortunately very slow for users, especially during crowded and fast-pace conditions I <br /> such as student drop-off and pick-up times. It would necessitate that automobiles stack in <br /> the main driveway while waiting to access the sti acture. This would delay circulation for <br /> other motorists wishing to park or drop-off their children. Motorists parking on the <br /> second-level would also need to wait for those parked below them on the first-level to <br /> exit their spaces. This is not a viable parking solution for a high volume traffic and <br /> parking. The use of double-stacked parking would require the grant of variances by both <br /> Redwood City and San Mateo County if this method of parking is not specifically <br /> permitted by their codes. <br /> No parking is proposed for special school events such as back-to-school night, etc. This <br /> would cause parents of the 480 student enrollment and teachers to park off-site <br /> throughout the outlying industrial neighborhood. <br /> Concrete Tilt-Up Building-Aging concrete tilt-up buildings, such as the proposed school <br /> building commonly need to undergo extensive engineering to determine if they can be <br /> made seismically fit for high occupancy uses,particularly for children's school use. <br /> High Voltage Lines -A major above-ground high voltage line currently exists along the <br /> northern border of the site(Photo-3). Existing poles are in some cases sloping and create <br /> a visual concern for safety risk. In addition, a major above-ground high voltage <br /> transformer of similar age and condition is situated at the rear wall of the building <br /> (Photo-4). Both of these should be carefully evaluated to assess potential safety issues <br /> and need for mitigation. This mixture of utility facilities and conditions is not typically <br /> found at school sites. <br /> Toxins and Other Hazardous Materials—Project documentation discusses the significant <br /> existence of toxins at the site. This is a matter of utmost concern to parents for their <br /> children,the City and County,as well as regional, state and federal agencies. These <br /> problems would need to be thoroughly analyzed and mitigated prior•to use of the site as <br /> an elementary school. <br /> In addition,the following section of this report identifies various other uses in the <br /> surrounding area that transport, store and use a wide variety of hazardous materials and <br /> waste and potentially explosive gasses. These further need to be studied in detail and <br /> properly mitigated to make sure the potential for explosion, spill or other kind of accident <br /> does not happen. <br /> SURROUNDING LAND USE INCOMPATABILITY <br /> A visual land use compatibility analysis of the immediate area(within one-block)was <br /> conducted by Rasmussen Planning,Inc. on March 29 and April 3, 2017.
