This site is used for the <br /> storage of fertilizers and pesticides, landscape materials,machinery, equipment <br /> and truck parking. <br /> • Roofing company with major outdoor storage that includes propane gas canisters. <br /> • Plumbing supply company that includes propane tanks. <br /> • Heating and air conditioning company. <br /> • Marble cabinet manufacturing company(Photo-5). <br /> • Various auto repair shops that store and utilize gasoline, oil and other lubricants <br /> and liquids. These uses also create significant noise impacts (Photo-6). <br /> • Outdoor storage yards for various industrial uses(Photos-7 and 8). <br /> • Gasoline service station(Photo-9). <br /> • Liquor store(Photo-10). <br /> • Propane and specialty gas storage(Photos-11, 12 and 13). <br /> • Restaurants with the potential for serving alcoholic beverages. <br /> • Outside storage areas for some of the businesses are protected by guard dogs and <br /> barbed wire fencing(Photos-14, 15, 16 and 17). <br /> t <br /> CONCLUSIONS <br /> Over the course of my professional planning career I have been involved in the design, <br /> planning, CEQA review,and public review and legal processes for numerous elementary <br /> schools in the San Francisco Bay Area. This has provided me with a solid base of <br /> experience from which to prepare legal opinions pertaining to school land use <br /> compatibility and environmental matters. In this regard,have qualified for and provided <br /> court testimony regarding a proposed high school in Brentwood, California. In addition, <br /> I have carefully toured the area surrounding the Project site on two recent occasions. I <br /> have further reviewed various planning and environmental documents pertaining to the <br /> proposed Project. <br /> In my career,I have not seen a school proposal that presents anyway near the <br /> environmental,land use incompatibility and undesirable crowding conditions as <br /> presented by the proposed Project. Student drop-offs in the morning would create a <br /> significant adverse traffic impact on the neighboring industrial businesses because of <br /> queuing onto surrounding streets. The unworkable nature of the proposed parking plan <br /> discussed above would pose significant impacts on the site and neighboring street system <br /> particularly during drop-off and pick-tip times, as well as during special school events. <br /> Walking and biking to school would be virtually prohibited by the unsafe nature of the <br /> high volumes of auto and truck traffic on the surrounding streets. The existence of <br /> barbed wire and guard dogs at neighboring businesses would create a similar cooling <br /> result on walking and biking. The surrounding industrial businesses pose a wide-range of <br /> potential health and safety risks, including: toxic,hazardous and potentially explosive <br /> materials storage,use and transport.
