TA. - Page 216 <br /> questionable physical conditions of the adjacent high voltage electrical lines along <br /> Charter Street and the rear wall high voltage transformer present immediate concerns. <br /> The highly confined building and site would deprive young school children of play area, <br /> safe outside emergency gathering area, and for the most part even windows to look out <br /> of. This condition is in my opinion wholly unacceptable to subject children to. The <br /> result would be a poor quality school facility in many respects. <br /> In my opinion,the proposed elementary school would be highly unsafe and inappropriate <br /> for the subject site and building. The site is far too small to accommodate a standard <br /> school facility,and the industrial neighborhood is far too dangerous for young children. <br /> An elementary school would be incompatible with the surrounding industrial uses and <br /> vice-versa. The school would result in numerous significant environmental impacts for <br /> which no mitigation is reasonably achievable. The applicable CEQA and land use permit <br /> findings cannot be met for this proposed Project. As a result,the City and County would f <br /> be strapped with long-term moral,safety,public animosity,legal and financial if the <br /> Project were to be approved. I therefore urge that the Project be denied. <br /> Should the City choose to continue its review of the Project,I feel that an ETR is <br /> imperative to address the very real impacts and provide as much mitigation for as many <br /> significant impacts as possible. The proposed MND is wholly inadequate and does not a <br /> mitigate numerouspotentially significant impacts.
