EXHIBIT "A" SCOPE OF SERVICES Overview Cal OES has invited Redwood City to submit four FEMA Grant Applications for the following projects : • Seismic retrofit of the Peninsula-2 Tank • Seismic retrofit of the Easter Bowl and Glenloch Tanks • Price Tract Pump Station Upgrades — Floods • Bradford Pump Station Upgrades — Floods Each project requires a separate grant application and a separate Benefit- Cost Analysis . Goettel & Associates Inc. (Consultant) has an unparalleled breadth and depth of experience with FEMA grant applications and benefit-cost analyses . Mr. Goettel was the principal author of the first several generations of FEMA's benefit-cost analysis software for earthquakes and floods and has taught benefit-cost analysis classes for FEMA, state and local staff approximately 60 times . He has provided technical support and benefit-cost analyses for approximately 1 , 000 mitigation projects from the early 1990s to date including the last 2 PDM FEMA grants awarded to the City of Redwood City. Scope of Work Task 1 Provide guidance to Redwood City re: the Cal OES — FEMA grant application process, including : • Review and comment on the each of the grant applications • Provide draft text for the grant application sections dealing with hazards, risk and benefit-cost analysis Task 2 Complete the FEMA-mandated benefit-cost analyses for each project, using the FEMA Version 5 .3 benefit-cost software. Provide guidance to Redwood City re: data requirements necessary for the City to provide . Task 3 Extend the previous work by G&E Engineering Systems Inc. for the Peninsula-2, Easter Bowl and Glenloch tanks to include seismic fragility parameters or damage estimates for several scenario earthquakes, along with system restoration times as necessary to support the benefit-cost analysis.
