EXHIBIT "A" <br /> SCOPE OF SERVICES <br /> Overview <br /> Cal OES has invited Redwood City to submit four FEMA Grant Applications for the <br /> following projects : <br /> • Seismic retrofit of the Peninsula-2 Tank <br /> • Seismic retrofit of the Easter Bowl and Glenloch Tanks <br /> • Price Tract Pump Station Upgrades — Floods <br /> • Bradford Pump Station Upgrades — Floods <br /> Each project requires a separate grant application and a separate Benefit- Cost <br /> Analysis . <br /> Goettel & Associates Inc. (Consultant) has an unparalleled breadth and depth of <br /> experience with FEMA grant applications and benefit-cost analyses . Mr. Goettel was <br /> the principal author of the first several generations of FEMA's benefit-cost analysis <br /> software for earthquakes and floods and has taught benefit-cost analysis classes for <br /> FEMA, state and local staff approximately 60 times . He has provided technical support <br /> and benefit-cost analyses for approximately 1 , 000 mitigation projects from the early <br /> 1990s to date including the last 2 PDM FEMA grants awarded to the City of Redwood <br /> City. Consultant's resume is attached . <br /> Scope of Work <br /> Task 1 <br /> Provide guidance to Redwood City re: the Cal OES — FEMA grant application process, <br /> including : <br /> • Review and comment on the each of the grant applications <br /> • Provide draft text for the grant application sections dealing with hazards, risk <br /> and benefit-cost analysis <br /> Task 2 <br /> Complete the FEMA-mandated benefit-cost analyses for each project, using the FEMA <br /> Version 5 .3 benefit-cost software. Provide guidance to Redwood City re: data <br /> requirements necessary for the City to provide . <br /> Task 3 <br /> Extend the previous work by G&E Engineering Systems Inc. for the Peninsula-2, <br /> Easter Bowl and Glenloch tanks to include seismic fragility parameters or damage <br /> estimates for several scenario earthquakes, along with system restoration times as <br /> necessary to support the benefit-cost analysis. <br /> REV: 08-28-17 PR <br /> Page 9 of 14 <br /> ATTY/AGR.2017.200/Goettel & Associates Inc. <br />
