REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 25, 2017 <br /> <br />SUBJECT <br />Award of Contract – Marlin and Sandpiper Park Turf Field Replacements Project <br /> <br />RECOMMENDATION <br />By motion, approve, and authorize the City Manager to execute the contract documents <br />and award the standard form contract 00520 for the Marlin and Sandpiper Park Turf <br />Field Replacements Project to Sprinturf, LLC of Mt. Pleasant, South Carolina for their <br />responsive and responsible low base bid of $1,448,732 and authorize the City Manager <br />to increase the contract amount, if necessary, up to 10% of the amount awarded, and <br />find that the project is exempt from the requirements of the California Environmental <br />Quality Act (CEQA) under CEQA Guidelines Section 15301 (Existing Facilities) <br /> <br />BACKGROUND <br />Sandpiper Field and Marlin Park are two heavily used community facilities. The playing <br />fields were installed approximately eight years ago and have reached the end of their <br />functional life. The playing fields are used year round for soccer, baseball, softball, and <br />other field sports by both the local community and to host visiting tournaments. <br />Sandpiper Field and Marlin Park are the only playing fields for the Redwood Shores <br />area, and are relied upon by these communities for recreation and open space. <br />Consequently, a key part of the project will be coordinating the construction to minimize <br />disruption to the community. <br />The City hired Verde Design, Inc., a park and athletic planning consultant, to prepare <br />plans and specifications to renovate the synthetic turf. <br />ANALYSIS <br />The project consists of the following improvements: <br />1) Demolition of existing turf, irrigation, fencing and paving. <br />2) Erosion Control and best management practices (SWPPP). <br />3) Earthwork and grading operations, drainage systems. <br />4) Excavation, backfill and compaction as necessary. <br />5) Dust alleviation and control and site cleanup. <br />6) Synthetic Turf for both sites and shock/drainage pad for only Sandpiper Field. <br />7) Close-out documentation. <br /> <br />6.1.A. - Page 1
