The synthetic turf specification was developed by Verde Design Inc., and details the <br />minimum testing requirements and parameters for acceptable synthetic turf products. <br />They detail three specific products that meet these requirements, and dictated a <br />substitution process that allowed for a substitution request to be made during bidding, <br />and then again after the contract is awarded. City staff specified the use of non-rubber <br />infill for the new turf for each field. <br />City staff advertised the bid on the City’s website, the newspaper, and sent notifications <br />to 10 trade organizations. Sprinturf, LLC is a qualified contractor and has <br />successfully completed similar projects in the past, including the Fair Oaks Elementary <br />School turf replacement in 2013 and several dozen other projects both in California and <br />around the country in the last two years. Based on the bids received, staff believes that <br />the low bid is reasonable and recommends awarding the contract to Sprinturf, LLC. <br />Construction is expected to begin in November, 2017 and conclude within 60 calendar <br />days. The City will give notice to all residents and businesses in the nearby <br />neighborhoods who might be affected by the construction one month prior to the start of <br />work. An article has been submitted to The Pilot for the October issue. Staff is currently <br />working with the school and sports organizations to determine a schedule that will be <br />least impactful to the facilities, which is likely to start in early November. Additionally, the <br />contractor is obligated to provide a second notification to area residents and businesses <br />two weeks prior to the start of work. Signs with project information will be posted at the <br />construction site and construction updates will be available on the City’s website. <br />ALTERNATIVES <br />Council may choose not to award the contract and direct staff to redesign and/or rebid <br />this project. Given the current condition of the fields, the potential of a failure to any of <br />the fields would be impactful to the soccer, baseball, softball, football, and other field <br />sports, and would be very disruptive to the community as a whole. <br />6.1.A. - Page 2
