8 <br /> <br />Services program. While most of the work is seasonal, some positions work part-time <br />on a year-round basis. An increase in City wages to $15.00 per hour, without any <br />phasing, would cost approximately $122,000. However, the total fiscal impact would <br />likely be higher as wage increases for these classifications would likely prompt changes <br />to the City’s salary structure beyond employees at the minimum wage level. <br /> <br />An additional fiscal impact is the dedication of staff and fiscal resources towards the <br />ongoing implementation of the ordinance, which includes staff enforcement costs to <br />track and ensure compliance with a new City minimum wage ordinance. Typical duties <br />of enforcement include community outreach, compliance review, and managing a <br />complaint process. While the size and cost of the enforcement structure is unknown at <br />this time, some of the cost could be offset by the collection of penalties from <br />noncompliant employers. The City could also choose to contract for enforcement <br />services. Although the City does not have an estimated cost for this service, the City of <br />San Mateo is currently budgeting $30,000 per year for this service. <br /> <br />Policy Options <br />The State action means that the minimum wage in Redwood City will increase to $15.00 <br />by 2022 if the City does not take any further action. The key policy issue for the Council <br />is whether the minimum wage in Redwood City should increase to $15.00 faster than <br />the statewide timeframe or to a higher amount on an established timeframe. <br /> <br />In light of the information provided in this report, staff seeks direction on the following <br />policy options: <br /> <br />· Adopt a local minimum wage ordinance that increases the minimum wage in <br />Redwood City to $15.00 on a faster phased timeline than the statewide timeline <br />(e.g. by 2019, 2020 or 2021) and annually thereafter, the City will adjust the <br />minimum wage based on the Consumer Price Index. <br /> <br />· Adopt a local minimum wage ordinance that increases the minimum wage in <br />Redwood City to $15.00 at one time rather than over a phased timeline. <br /> <br />· Adopt a local minimum wage ordinance that increases the minimum wage in <br />Redwood City above $15.00 on an established timeline. <br /> <br />City staff also seeks the Council’s feedback on whether a local minimum wage <br />ordinance should or should not include any exceptions or exemptions, and feedback on <br />the proposed community engagement and outreach strategy for this initiative. <br /> <br />Next Steps: <br />Staff will incorporate Council’s feedback and move forward with community outreach. <br />This includes conducting citywide engagement and communication activities to solicit <br />feedback from businesses and the community on the City’s consideration of a local <br />minimum wage ordinance. Staff envisions this process will take place over the next four <br />months and anticipates returning to the Council in February 2018 to present community <br />8.A. - Page 8
