Large firms often operate via multiple small establishments (i.e., retail clothing stores <br />or bank branches); therefore, a small business definition based on establishment size will <br />erroneously include large national or multinational firms. We would therefore recommend a <br />definition based on firm, rather than establishment size. The same principle holds in the case of <br />franchises—i.e., all franchises or other businesses owned by a given owner or group of owners <br />should be counted toward firm size.28 <br />Whether or not the City institutes a longer phase-in period for certain small businesses, the Cities <br />may want to seek ways to assist small businesses through the transition, including providing <br />access to small business loans and technical assistance and training. <br />8.A. - Page 66
