Item No. 6 (continued)
Councilman Greenal ch, stated that Political Action Committees have the right
to participate in the danocrati c process and the Council cannot impose
limitations where the law does not; and described the enormous impact of
money on campaigns and elections; and asked that the whole process of
campaigns in Redwood City be examined by the Council at a later date.
MEMO 4/11/88
Ralph Nobles, , 3720 Country Club Drive, member of the Planning Commission,
stated the Chamber, by accepting support from the city, became a quasi - public
institution and therefore it was not appropriate for the Chamber to attempt
to influence City Council elections; it should stay out of politics and be
restsri cted to activities of commerce. Mr. Nobles stated the PAC mailer was
funded by supporters of the Sequoia Medical Office Building, and that it
damaged the unendorsed candidates, and the Chamber should be working towards
compromise among the city leaders not divisiveness.
Larry Aikens, , 859 Seminole Way, member of the Planning Commission and
member of the Board of Directors of the Chamber, stated the city has a
services agreement with the Chamber of Commerce, which provides publicity,
information, beautification awards, annual symposium requested by Council,
economic development profile, commercial vacancy log, and the Chamber does
not receive tax payer monies, gifts nor subventions from the city. Mr.
Aikens also stated the Chamber is not the PAC, that they have different
Boards and there is no cross -over of funds or Board members.
Councilwoman LaBerge, described the good relationship the city has shared
with the Chamber of Commerce over the years as well as all neighborhood
associations and expressed confidence that this will continue in the future.
Nita Spangler, 970 Edgewood, asked for conciliation in the community, more
opportunities to have people talk about issues, no more negative
oversimplifications about candidates, and thanked Councilman Bri tschgi for
airing the PAC issue.
Councilman Greenalch, complimented staff on the newspaper report that Red
Morton Community Park rated #1 in the County and #7 in California and
Nevada.
BOARD, COMMISSION AND COMMITTEE REPORTS
7. Sister City Status Report (301 -15)
Vice Mayor Chandler speaking for the Sister City Committee described the
need for wide community involvement in choosing a Sister City and the
invitation being sent to seniors, businesses, schools and other community
groups to participate in this process on April 19 at 7:30 p.m. at the Port of
Redwood City. It was suggested that a resolution or proclamation be prepared
to present to possible sister cities.
MEMO 4/11/88
Reg.Mtg.
4/4/88 MINUTE BOOK NO. 48
Page 4 Page No. 17
