2. Public Hearing - Water Shortage Emergency (1204 -09) <br />Affidavit of Publication of Notice of Hearing is on file. <br />Director of General Services Sennewald presented the San Francisco Water <br />District's water rationing plan for all of its customers using overhead <br />projection of: 1) 1988 Water Allocation Plan - the 10/60 Plan; 2) Uniform <br />vs. Variable Water Reduction; 3) Consumption; and 4) Reduction in <br />percentages . <br />Mr. Sennewald commented regarding the cost to the City in fines, if the City <br />f a i l s to meet the required reductions in water usage. In response to <br />questions, he said the 10%. reduction in inside water use should not penalize <br />those who have been conserving water; that notice of allocation will be <br />mailed out with regular statements or that a special mailing can be made at a <br />cost of $5,000 so that all water customers receive notice at the same time; <br />that the number of the water rationing call line for information has been <br />mailed to all customers; that a warning will be given, followed by <br />installation of a flow restrictor and other enforcement actions wi11 be taken <br />against those who are recalcitrant; and that there is an appeal procedure. <br />Mayor Greenalch declared the public hearing open at 8:06 p.m. <br />The following persons spoke urging equity in water allocations, particularly <br />with regard to those who have been conserving water; recommending a minimum <br />base allocation be established; suggesting that household size at present be <br />considered with the water use comparison figures; suggesting stopping new <br />construction; suggesting the exemption of child care centers; inquiring about <br />single meters serving multiple housing units; and commenting on the water <br />emergency: <br />Tom Carlson, 507 Upton <br />Patricia Dixon, 16 Admiralty Place <br />Andrea Niehus, 2559 Woodland Place <br />Kurt Niweigall, 1059 Jones Court <br />Kenneth Richter, 58 W.
