Public Hearing - Appeal of the decision of the <br />Zoning Administrator to deny application for Use <br />Permi t to al l ow an accessory dwel l ing uni t i n <br />conjunction with single - family residence, 3556 <br />Highland Avenue - John and Regina Grandsaert, <br />appellants <br />Report: Community Development Director 6/10/88 <br />Appeal Letter 6/12/88 <br />Affidavits of Publication of Notice of Hearing and of Mailing are on file. <br />Planning Director Patterson presented the subject report and attached <br />exhi bi ts. <br />John Grandsaert, appellant, Atal aya Terrace, San Francisco presented his <br />appeal letter using overhead projections of the exhibits. Mr. Grandsaert <br />asserted that State law encourages construction of small rental units in <br />single - family dwellings. He asked that if his appeal is denied that he be <br />allowed to have a concrete slab as floor for his below grade basement so that <br />the space might be used as a recreation room or workshop. In response to <br />questions, Mr. Grandsaert said that he wants to construct a rental unit in <br />the single-family home he plans to build so that rental payments will help <br />him to meet mortgage payments; that he will provide two uncovered offstreet <br />parking places for tenants; and acknowledged that he does not meet the City <br />ordinance requirement that the accessory dwelling he wishes to construct be <br />part of a dwel l ing al ready i n exi stence as of July 27, 1983, stati ng that <br />the City ordinance is more restrictive than State law. He said that 11 of <br />his 12 neighbors support his appeal. <br />Catheri ne ---- - - - - -, 3559 Highland, neighbor, spoke in support of the <br />appeal . <br />Matt Lei pzi q, 3183 Oak Knoll , former resident of the neighborhood, spoke in <br />support of the appeal. <br />Mayor Greenal ch invited anyone else present who wished to speak to do so.
