6.1.E. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />October 2, 2017 <br />SUBJECT <br />Purchase of Police Safety Equipment <br />RECOMMENDATION <br />By motion: <br />1. Approve and authorize the City Manager to spend unclaimed money from a <br />currency purge in the Property and Evidence Unit to purchase safety equipment for <br />the Police Department; and <br />2. Approve and authorize the City Manager to execute the Purchase Agreement <br />with Battalion Defense, LLC in the amount of $54,888 for safety equipment including <br />rifle rated ballistic helmets and body armor <br />BACKGROUND <br />The Police Department currently issues every officer soft body armor that has the ability <br />to stop most bullets fired from handguns. The soft body armor will not stop bullets fired <br />from high powered rifles. The ever-increasing threat presented by assault rifles and <br />active shooter situations has made it necessary for the Police Department to provide <br />officers with access to body armor that will stop high power rifle rounds. <br />ANALYSIS <br />The Police Department tested and evaluated several different ballistic helmets and <br />armor plate carrier systems that meet the requirement to stop multiple hits from a high <br />powered rifle. The Police Department selected a Striker Advanced Combat Helmet that <br />provides the needed level of protection and has the ability to fit the majority of officers <br />with a basic adjustment. The Police Department selected a law enforcement plate <br />carrier system with Guardian rifle rated armor plates that provides the needed level of <br />protection and is an extremely versatile system so it can be used by all officers with <br />minor adjustments. The Police Department is planning to outfit each police vehicle with <br />a ballistic helmet and armor plate carrier system. Both products are made in the United <br />States by reputable manufactures and will meet the rigorous demands of the Police <br />Department. The Police Department conducted an informal bid process and contacted <br />three vendors who provided bids. The bids are summarized in the following table. <br />
