6.1.B. - Page 1 REPORT To the Honorable Mayor and City Council From the City Manager October 2, 2017 SUBJECT General Services Agreement for Laboratory Analyses RECOMMENDATION By motion, approve and authorize the City Manager to execute a two-year General Services Agreement with Alpha Analytical Laboratories, Inc. for laboratory services in an amount not to exceed $110,520, including City Manager authority to extend the agreement for two additional two-year terms, for a total not to exceed contract price of $351,851.47 BACKGROUND Sample analysis and reporting services are essential to the Public Works Services Department's (PWS) operations. As the operator of the City's various utilities, PWS is required to regularly monitor and report on a variety of constituents in the drinking water and other liquid mediums. The City does not run a full service laboratory and PWS has traditionally used an outside vendor for laboratory services. PWS released a notice inviting bids (NIB) for laboratory services to environmental laboratories participating in the State Water Resources Control Board's accreditation program. PWS received three responses to the NIB and recommend awarding the contract to Alpha Analytical Laboratories (Alpha Labs) as the lowest responsive and responsible bidder. ANALYSIS Federal and state drinking water regulations are understandably stringent in order to protect public health and safety. To comply with these laws and ensure safe drinking water, PWS collects close to 100 samples from the community's drinking water system each week. In addition, PWS performs monthly and quarterly sampling on recycled water and storm water systems. Staff compared vendor bid prices across the department's operational sections.
