He said that a water system rate structure <br />study is being prepared and should be completed soon. <br />Art Balsamo, 3555 Highland, former Director of General Services, said that <br />maintenance and repair cost of the old Emerald Hills water system was so high <br />that the rate surcharge was established, because other customers in the city <br />had already paid for their part of the system through assessment districts. <br />------------------------------------- - - - - -- <br />MATTERS OF COUNCIL INTEREST <br />1. City Clerk recruitment <br />Report: Personnel Committee 9/28/88 <br />CONSENSUS: Mayor Greenalch determined it to be the consensus of Council to <br />include in the testing process for the City Clerk position a written <br />examination and an oral board examination with the board to be the City <br />Council and asked the City Manager to direct the Human Resources Director to <br />proceed. <br />In response to question, City Attorney Schricker said that he will research <br />the question as to whether or not the oral board examination must be a <br />session open to the public. MEMO 10/4/88 <br />1.1 Vice Mayor LaBerge reported attending the Legislative Update held by <br />Assemblyman Duplissea and referred to the following: <br />a. Trial court funding bill is signed by the Governor and may create an <br />opportunity for discretionary funds coming to the County to be used in <br />projects involving the City and County. <br />b. Assemblywoman Speier plans to introduce a bill to raise the transient <br />occupancy tax to obtain funds to support historic projects and the arts. <br />c.
