Letter from John Hagen, 982 Montgomery Street, San <br />Carlos, 11/16/88, requesting that he be allowed a <br />water meter for his property at 482 Upland Road. <br />(1204-04) <br />Report: General Services Director 12/1/88 <br />Mr. John Hagen, 982 Montgomery Street, San Carlos, advised the Council he <br />bought his property at 482 Upland Road in 1972; Redwood City put in new water <br />main on Upland in 1982; the Upland Road Homeowners Association put in a new <br />sewer in 1986, and a new home built in 1987 on Upland Road received a water <br />meter, but he is being denied a water meter for his property. <br />General Services Director Sennewald advised that Resolution No. 10346, <br />September 22, 1986, precludes Mr. Hagen from acquiring a water meter without <br />the installation of a 6" water main, and that the resolution was adopted <br />according to the policy of the San Mateo County Fire Marshall that 6" mains <br />and fire hydrants be required in the Emerald Hills area for fire protection. <br />Permits issued prior to passage of Resolution 10346 are being honored. <br />Director Sennewald reviewed the alternatives now available including the <br />creation of an assessment district, which does not have much support at this <br />time. <br />Mayor Greenalch reported on the quarterly meeting with representatives of the <br />County he attended with Vice Mayor LaBerge and City Manager Smith, and <br />discussed the just - completed survey by the County regarding the water needs of <br />the Emerald Hills area. When the results of the study are known, there will <br />be joint meetings between the appropriate City /County staff so there can be <br />joint planning on water delivery services. <br />MEMO 12/ 7/ 88 <br />M /S: Claire /Buchan to reaffirm the City's policy requiring all new water <br />connections be served from six inch diameter or larger water mains. <br />Carried unanimously by roll call vote.
