2. Public Hearing - re excess Water Use Charge <br />(1204 -02) <br />Report: General Services Director 10/18/88 <br />Affidavits of mailing and publication of notice of Hearing are on file. <br />Mayor Greenalch declared the public hearing open at 7 :40 p.m. and invited <br />anyone present who wished to speak to do so. <br />Steven Howard, M.D. 907 Katherine, Redwood City, Chairman of Water <br />Conservation Committee, commended Fred Sennewald, Director of Community <br />Services, citing over 3,000 water complaints received by the department and <br />only 1% of those reaching the Water Appeals Board for final settlement. Dr. <br />Howard suggested a sliding scale for excess water charges to penalize water <br />abusers, and offer some fairness to water customers on the low end use. <br />Ralph Nobles, 3720 Country Club Drive, Redwood City, Chairman of Planning <br />Commission asked the Council to retain excess water charges so as not to send <br />wrong message to water abusers, and urged City to embark on total water <br />conservation program in era of limited resources. <br />Ethel Robinson, 1200 Block of Virginia, described penalties she incurred from <br />undetected leak underneath her duplex. <br />M /S: LaBerge /Buchan to close the public hearing. <br />Carried unanimously by voice vote and public hearing closed at 7 :55 p.m. <br />In response to questions from Council, Director Sennewald advised a sliding <br />scale for excess water charges could be devised, and described process of <br />verifying plumbing costs that will allow Mrs. Robinson to mitigate the <br />penalties she incurred. <br />CONSENSUS: Mayor Greenalch determined it to be the consensus of Council to <br />suggest staff look into possibility of graduated scale of excess water <br />penalties. <br />MEMO 12/ 20/ 88 <br />Title read.
