Neuman civil engineer,who was by said resolution employed by said board of trustees (there being no city ar town engineer of and for said town), the work hereinbefore mentioned and the purpose of doing and Performing all acts required of proposed by ,said resolution for the said civil engineer by the provisions of "The Local Improvement Act of 1901 ,and did Instruct said James V.• Neuman, said civil engineer ,ta'make to said board' of trustees a report in writing containing his recommendations as to the best methods of doing all of said work,and to attach to said report the exhibits referred to in said act; and Whereas, said James V.
