Contract -to be. drawn in accordance with section 19 of "The Local Improvement Act of 1901," and to contain provisions making it comply with said "The Local Improvement Act of 1901" and the terms of all statute's of the state of California •in force at the time of the making of said contract, with reference to employment hours and wages of labor.
