All the herein work and changes of grade is done in pursuance of an Act of the Legislatur!: of the State of California. entitled, "An Act to Provide for Changing or Modifying the Grade of Public Street,Lanes,Alleys,Courts or other places within municipalities,ff,approved April 21st.1917.
