<br />In case the grantee of this franchise,
<br />Its successors and assigns, are unable
<br />to agree with any person desiring to
<br />connect with said railway, upon thel
<br />terms upon which said connection can
<br />be made, the matter shall be referred
<br />to the Borurd of Trustees of the Town
<br />I of Redwood City for decision, which de-
<br />clsion shall be binding upon all pnrties
<br />Interested therein.
<br />NINTH: The work of constructing
<br />said double trach* railway shall ie com-
<br />pleted within not more than Ten (10)
<br />Years from the date hereof: provided
<br />however, that the said grantee, Its suc-
<br />Lessors and assigns may consider the
<br />single track now constructed along the
<br />streets over which this franchise is
<br />granted, as one of the trucks of said,
<br />steno railway: and provided further,
<br />that if said grantee, Its successors or
<br />assigns, do not construct said second
<br />track for which this franchise Is grant-
<br />ed, within said period of ten (10) years,
<br />then the general forfeiture clause here -

<br />TENTH: Any neglect, failure or re-
