I <br />for 1930-31 has not been finally completed and the precise tax rate <br />has not, therefore, been determined, sufficient progress has been <br />made upon it to enable us to state to the tax payers, merchants and <br />other citizens that the tax rate will be somewhat less than that of <br />last year. <br />In this connection it is to be noted that Redwood City ' <br />recently sold upon the most favorable basis ever obtained $55,000.00 <br />of city bonds for bridges, drainage channels and culverts, obtaining <br />a premium on these bonds at 42xf; this bond issue requires about e$e <br />on every $100.00 of assessed value of property for taxes to pay <br />interest and provide for the redemption of these bonds as they mature. <br />It should be a satisfaction to the tax payers that, notwithstanding <br />this, the taxes for the new year will be substantially less than for <br />the year just closed. <br />An instance of the efficiency of our city manager is found <br />in the substantial refund obtained from the Pacific Gas & Electric <br />Company through an order of the Railroad Commission and the decision <br />rendered a few days ago granting our application for a substantial <br />permanent reduction in the cost of our street lighting and power for <br />the water department. These benefits were obtained through the efforts <br />of Mr. Rolison, who brought his special training in this field to bear <br />upon and achieve a solution of this problem within a relatively short <br />time after his employment as city manager. <br />The water department has been placed upon a sound business <br />basis and dniform rules and regulations have been adopted and are being <br />enforced with considerable improvement in the operation of this public <br />utility. <br />If there were time, improvements in each of the various <br />departments -could be mentioned, but I think the present review suffices <br />to show the public the business -like manner in which the public business <br />of Redwood City has been conducted during the past year. <br />Respectfully submitted, <br />(SIGNED) Paul A. McCarthy <br />July 70 1930. <br />Mr. Dave Waltor presented petitions requesting that proper steps be taken to change <br />the name of Washington Street to Jefferson Avenue and Webster Street to Middle- <br />field Road. After discussion, upon motion of Councilman Beeger, seconded by <br />Councilman Hildebrant, the petitions were ordered received and filed and the <br />City Attorney instructed to prepare ordinance to change the names of the streets <br />in accordance with the petitions. <br />Mr. A. Hess presented a petition protesting to the change of Webster Street to <br />Middlefield Road and also to the opening of Webster Street north. After <br />D. Walter and P. E. Brand and others spoke on the subject, the protest was <br />ordered filed on motion of Councilman McCarthy, seconded by Councilman Dusel. <br />Mr. E. D. Paris addressed the Council concerning the charge for opening a skating <br />rink. It was finally decided, upon motion of Councilman McCarthy, seconded by <br />Councilman Hildebrant, that the charge be $25.00 per quarter payable in advance <br />and the permit revocable at the pleasure of the Council. <br />0 <br />Mr. Sam Fold addressed the Council in regard to the renewal of his junk license. <br />Several of those present spoke in favor of giving the gentleman another <br />opportunity to make good although the Health Officer recommended that the <br />permit be denied due to the fact that Mr. Gold had had several opportunities <br />to make the necessary adjustments and had failed to do so.
