MINUTES OF REGULAR ADJOURNED MEETING REDWOOD CITY COUNCIL FEB. 29t 1932 7:30 P M i { Upon roll call, the following Councilmen were present: Mayor D R Stafford, H A Beeger, C J Hildebrant, C G Lambert, Geo McNulty. City Clerk B E1Iyers. Absent: Councilmen r W.J. Dusel, Paul A. McCarthy. The Redwood City Promotion Association addressed the Council concerning a desired amendment to the ordinance.regiilating the distribution of hand bills, etc., asking that the ordinance include a restriction on the indiscriminate distribution of circulars in the residence district. The Clerk was instructed, on motion of Councilman Beeger, seconded by Councilman Hildebrant, to thank the Association for its interest and to write a letter to the Redwood City Retailers asking their opinion of such legislation. As requested, George Leonard and C.H. Holt appeared before the Council in connection with their water account. Mr. Leonard explained what payments had been made by their Company and what he thought they could do. Finally, on motion of Councilman Beeger, seconded by Councilman McNulty, it was decided to allow the account to continue with the understanding that the current water bills should be taken care of at the proper time and that in addition as least $100 a month should be paid toward the delinquent bills. L.C. Brown, local manager of the Pacific Telephone and Telegraph Co., appeared before the Council relative to taking their services off Main Street in consideration of the installation of electroliers. However, as it had not been finally decided that the d.ectroliers would be installed, the matter was laid over until the next meeting. The City Attorney explained the necessity of introducing at this meeting a resolution as the initial step in placing on the ballot at the coming election the $60,000 Bond issue for the acquisition, construction and equipping of a new library. Councilman McNulty offered the resolution, which was seconded by Councilman Hildebrant, and carried unaminously, as shown below: Councilman McNulty offers the following Resolution and moves its adoption, to -wit: The Council of the City of Redwood City does hereby determine and resolve as follows, to -wit: SECTION 1. That the public interest and public necessity of said municipality, said City of Redwood City, and of the inhabitants thereof, demand the acquisition, construction and completion of the following municipal improvement, to—wit: A public library building for said City of Redwood City, together with furniture, fixtures and equipment necessary or convenient for public library purposes. j That the estimated cost of the improvement described in Section 1 herein is the sum of sixty thousand($60,000) dollars. 1 SECTION 2. That the cost of said improvement herein described is and will be too great to be paid out of the ordinary annual income and revenue of said City of Redwood City and said improvement will require an expenditure greater than the amount which can be raised in and one year by the annual tax levy of said City, and that it is the intention of the Council of the City of Redwood City to have and secure the said improvement to be made, acquired, constructed and completed. Said Council does hereby determine that all necessary and proper proceedings be had and taken, as provided by the laws of the State of California and the Charter of said City for the purpose and to the end of having, acquiring, constructing and completing the municipal improvement described herein. Councilman Hildebrant seconded the motion and upon roll call the same was passed and adopted at a regular adjourned meeting of the Council of the City of Redwood, County of San Mateo, State of California, held on the 29th day of February, 1932, by the fo113wing vote: Ayes and in favor of the passage of the foregoing Resolution, Councilmen: H A Beeger, i s C J Hildebrant, C G Lambert, G W McNulty, D R Stafford.
