There was a supplementary
report also filed explaining how the insurance commissions are distributed. On motion
of Councilman McCarthy, seconded by Councilman Christensen, the report ^with its recom-
mendation of plan No. 3 was adopted.
Major H. W. Edmonds, representing the local American Legion, appeared before the Council in
connection with what he styled "panhandling by outside veterans". He described their
methods of obtaining money and suggested that an ordinance or some regulation be passed
-to eliminate this nuisance. Dr. John Blood also supplemented his remarks. On motion
y of Councilman Pletcher, seconded by Councilman Eva, it was decided to refer this matter
to the City Attorney with request to either amend the present ordinance or to draw up a
new one to cover the situation.
City Manager Dimmitt, as requested in former meeting, submitted for consideration of the
Council plans for a storm sewer leading down from Alameda de las Pulgas along Brewster
Avenue and Myrtle and Katherine Streets to connect with'the present storm sewer at the
corner of King and Katherine Streets. Mr. Dimmitt indicated that it would require about
$5,000 cash on the part of the City and that if successful in his application for W.P.A.
money, it would mean about $22,000 from the government. In view of his remarks, on
motion'`of Councilman Eva, seconded by Councilman McNulty,'he was instructed to proceed
to make W.P.A. application.
Mayor Lambert submitted designs of automatic traffic signals which the Southern Pacific
Company suggested placing at certain crossings, but inasmuch as there was no direct
communication from the Railroad Company, the matter was laid over until the next
meeting.
George Parr, who lives in the vicinity of Vera Avenue and Hudson Street, made protest to
the Council concerning the building of $1,600 houses by E.
