187. <br />MINUTES OF REGULAR MEETING <br />REDWOOD CITY COUNCIL <br />MARCH 16, 1936 <br />8:00 P. M. <br />j Upon roll call, the following Councilmen were present: Mayor, C. G. Lambert, L. C. Christensen, <br />+ J. M. Eva, E. A. Fletcher, R. N. Jones, P. A. McCarthy, Geo. W. McNulty and City Clerk, <br />B. E. Myers. Absent: None. <br />The minutes of the meeting of March 2, 1936, were approved on motion of Councilman Jones, <br />seconded by Councilman McNulty. <br />In a letter to the Council the City Attorney explained that it would be impossible to include <br />the proposed Charter Amendments at the election April 13 because of the statutory time <br />limitation. He submitted spebimen resolutions covering the various points to enable <br />the Council to familiarize themselves with the contents so that the resolutions could <br />be adopted at the right time prior to some special election at which the people could <br />vote. <br />W. H. Doxsee, for the Menokirk Club, volunteered to sponsor the Easter Sunrise Service this <br />year if agreeable to the Council. Upon motion of Councilman Fletcher, seconded by <br />Councilman Christensen, the offer of the Menokirk Club to sponsor the Service was <br />accepted with the understanding that the City would cooperate by preparing the grounds, <br />handling the parking, and providing chairs for musicians and speakers. <br />The Clerk read a letter from A. T. Mercier, General Manager of.the Southern Pacific Company, <br />1 in connection with the plan for the installation of two rotating stop flashing light <br />i <br />signals equipped with second train indicators at Broadway,�to be,, manually controlled <br />between the.hours of 6 A.M. and 12 Midnight, and operated automatically between 12 <br />Midnight and 6 A.M., and installation of such signals at Jefferson, Maple and Main <br />Streets automatically operated during the entire 24 hours, and discontinue one watchman <br />at Broadway between the hours of 12 Midnight and 6 A.M. and all watchmen at the other <br />three crossings. On motion of Councilman McCarthy, seconded by Councilman Eva, it was <br />decided to accept the proposal of the Southern Pacific Company with the understanding, <br />however, that the signal at the Jefferson Avenue crossing be also manually operated <br />from 6 A.M. to 12 Midnight. <br />There was ordered filed a letter from Mrs. J. E. Ryan, President of the Redwood City Humane <br />Society in which Mrs. Ryan, for the Society, protested any ordinance requiring dogs to <br />be on leash. <br />Henry Witte turned over to the Council a check for <br />$79.80, refund out of the $250 donation <br />by the City Council for Federal Housing Survey in November, 1934, <br />On motion of Councilman McCarthy, seconded by Councilman Eva, the Council granted plumber's <br />license to 0. E: Bergman, 66 Ebener Street, with the understanding that Mr. Bergman <br />would establish a definite place of business. <br />On motion of Councilman Christensen, seconded by Councilman McCarthy, the City Treasurer was <br />G authorized to purchase from Stone & Youngberg,bonds, par value $4,078.95, at a flat <br />price of $3,667.03. <br />On motion of Councilman McCarthy, seconded by Councilman Eva, affidavits of publication of <br />i <br />
