M. <br />Upon roll call, the following Councilmen were present: Mayor, Paul A. McCarthy, L. C. Chris- <br />tensen, E. A. Pletcher, Wm. Hohn, R. N. Jones, G. R. McNulty and City Clerk, B. E. Myers. <br />Absent: Councilman J. M. Eva. <br />The minutes of August 17, 1936, were approved as mailed, on motion of Councilman Christensen, <br />seconded by Councilman Hohn. <br />On motion of Councilman Christensen, seconded by Councilman Pletcher, the City Treasurer was <br />y authorized to arrange the purchase of $2,174.63 par value 1915 Act Bonds offered by Stone A <br />Youngberg at 'a net figure of $1,677.49. <br />On motion of Councilman Pletcher, seconded by Councilman McNulty, the City Attorney was in- <br />structed to draw up an amendment to the Gas Ordinance establishing a fee of $20.00 for <br />gas fitters' license. <br />Copies of the report of the activities of the Library for the last fiscal year were filed with <br />e <br />the Council, and the Clerk was asked to write the Board of Library Trustees expressing the <br />appreciation of the Council for the excellent way the Library has been.operated even under <br />unfavorable circumstances. <br />Mayor McCarthy appointed C. M. Doxsee to succeed himself for the coming term -as a member of the <br />Planning Commission, which appointment was ratified by the Council on motion of Councilman <br />McNulty, seconded by Councilman Pletcher. <br />Mayor McCarthy appointed Dr. N. C. Cummings and Sanford B. Dole to succeed themselves as <br />members of the Library Board of Trustees and the appointments were approved by the Council <br />on motion of Councilman Pletcher, seconded by Councilman Christensen. <br />On motion of Councilman Fletcher, seconded by Councilman McNulty, the City Budget, as sub- <br />mitted by the City Manager, was accepted and approved. <br />In connection with the Sea Scout Regatta to be held in September, Mayor McCarthy asked Councilmen <br />Pletcher and Eva to cooperate with the City Manager to make a festival out of it and to <br />enlist the cooperation of as many citizens as possible. <br />In a written communication to the Council, the City Clerk, after setting forth three reasons, <br />refused to execute the $266,000 Harbor Bonds. The letter was ordered filed. Pollowing <br />the reading of the letter, Councilman Pletcher, seconded by -Councilman Jones', proposed the <br />adoption of Resolution authorizing the City Attorney, in behalf of the City, to institute <br />a mandamus proceeding to require the Clerk to sign the bond. Unanimously carried. <br />The approved claims were ordered paid, on motion of Councilman McNulty, seconded by Councilman <br />Christensen. <br />Adjournment. <br />BEM:MR <br />City Clerk <br />
