This Offer is made subject to the•expreas condition that, if the Administrator shall determine at any time that the Applicant has paid or reed to whether directly or indirectl agreed pay, y y, -a bomis, commission or fee f to any person, firm or corporation for attempting to procure an approval of the Applicant's application, or for alleged.services in procuring or in attempting to procure such approval, or for activities of the nature com- monly known as lobbying performed or agreed to be performed in connection with the application, then the Administrator shall have the right, in his discretion, to rescind this Offer and any agreements resulting herefrom, and, in the event of such rescission, the United States of America shall be under no further obligation hereunder. N Because of the necessity of greatly expediting the preparation of plans and specifica- tions for all construction in connection with the contemplated P. W. A. grants, the City Manager was authorized, on motion of Councilman Anderson, seconded by Councilman Fletcher, to arrange with architect J. H. Mitchell concerning payment for his services in case the bond election for City Hall and Library does not , F authorize the issuance of bonds, the remuneration to be, in no case, in excess of what it would be were the bonds to carry.
