74 <br />MINUTES OF REGULAR. MEETING <br />REDffOOD CITY COUNCIL <br />MAY 211 193+ <br />8:00 P.M. <br />Upon roll call, the following Councilmen were present: Mayor, C. G. Lambert, L. C. Chris— <br />tensen, J. M. Eva, E. A. Fletcher, R. N. Jones, Paul A. McCarthy, Geo. W. h3cNulty. City <br />Clerk, B. E. Myers. Absent: None. <br />The minutes of the meeting of May 7 were approved on motion of Councilman McNulty, seconded <br />by Councilman Christensen. <br />The City Attorney submitted a letter concerning the franchise situation as applying to the <br />Pacific Gas & Electric Company, outlining the various steps in legislation up to 1905 <br />and indicating that perhaps the city might have some revenue due from the Pacific Gas <br />& Electric Company. Upon motion of Councilman Eva, seconded by Councilman Fletcher, the <br />City Attorney was authorized to open negotiations with this company in an effort to <br />ascertain the status of the franchise arrangement and if anything be due, to collect <br />from the company. <br />In another letter, the City Attorney reported concerning the -conference of City Attorneys <br />held at San Francisco with reference to the Gas Rate Adjustment of the Pacific Gas & <br />Electric Company. In this conference it was determined that an inventory and appraisal <br />of all the gas property of the said company be made under the direction of the Railroad <br />Commission. It was suggested that San Francisco engineers, Mr. Randall Ellis and Mr. <br />Paul Bach, be used for this purpose, and their services were accepted by the engineers <br />of the Railroad Commission. On motion of Councilman Jones, seconded by Councilman <br />McCarthy, the City Attorney was instructed to inform the Railroad Commission that the <br />services of Mr. Alis and Mr. Bach would be acceptable and that Redwood City would join <br />with the other communities. <br />The City Attorney, in another letter to the Council, took up the request of the City of South <br />San Francisco that a clause be inserted in specifications for construction work within <br />the county as follows: "Preference is to be given to all products produced within the <br />county, quality and price being equal". The Attorney gave his opinion that there was no <br />legal, nor other objection, under the Charter, to provide for future construction as <br />requested by the City of South San Francisco and the City Manager and Engineer were in— <br />structed to insert in future contracts a clause specifying the use of local products; <br />this on motion of Councilman Fletcher, seconded by Councilman McCartby. <br />In a letter, the City Attorney asked the Council, when considering the reduction of his salary, <br />that he be given an opportunity to present in his behalf the duties and work attached to <br />his department. The letter was ordered filed. <br />The City Manager, in a written communication, explained that the work covered by claim in <br />favor of S. F. McClenahan of Palo Alto, covered the cost of spraying 1.28 Oak trees on <br />Myrtle Street and was a charge against Tree Planting Project M-15.
