He felt that the point of the paragraph was antagonistic and entirely inconsistent with <br />the special Charter regime under which the city.is working. After considerable discus— <br />sion the proponents of the resolution, Councilmen Fletcher and Eva, agreed to omit the <br />paragraph in question. Following this, Councilman McCartY.y proposed and so moved that <br />the entire resolution was too comprehensive to vote on as a whole and that it should be <br />broken up into its related parts. He suggested that it be divided into five divisions <br />as follows: <br />(1) Consolidation of the offices of City Manager, City Engineer and Building In— <br />spector. <br />(2) The negotiations with the county officials by which said officials would take <br />over the assessment and collection of taxes now being done by city officials. <br />(3) Salary of the City Attorney. <br />(4) Salary of the City Clerk and Treasurer. <br />(5) Department heads and other groups. <br />This proposed division was seconded by Councilman McNulty and, on voting, was carried. <br />Councilman McCarthy then opened up the discussion concerning point No. (1) showing the <br />!f <br />incongruity and inconsistency of asking one man to do three men's work and of the impro— <br />priety of expecting one man to handle the mass of details and at the same time function <br />as an administrative executive. This division was finally referred to the City Attorney <br />for his opinion as to its legality. <br />As there was so little information and practically no facts in connection with division <br />Ido. (2), it was decided, on motion of Councilman Jones, seconded. by Councilman PdcNulty, <br />that it would be a good plan to refer this matter to the Citizens' Advisory Committee <br />for its investigation and report. So ordered. <br />Discussion of division No. (3) was laid over until the next meeting so that the members <br />of the Council might have time to read Mr. Ifansfield's statement. <br />In connection with division No. (4) Councilman Jones, seconded by Councilman McNulty, <br />proposed that this be eliminated entirely and that no change be made in the present <br />salary of City Treasurer. <br />There was no time to go into consideration of division No. (5) and it also was laid <br />over to be taken up at a subsequent meeting. <br />The departmental reports were ordered filed. <br />The approved claims were ordered paid on motion of Councilman McNulty, seconded by Councilman <br />Fletcher. <br />e <br />On motion of Councilman Jones, seconded by Councilman McNulty, Councilman Eva Iand ^City Clerk, <br />were granted permission to leave the state on their respective vacations. <br />Adjournment. <br />City Clerk <br />BEH OAR <br />
